Personnel Policies

In accordance with the recruitment rules for Group A Scientific posts in the Ministry, direct recruitment to the post of Director, Zoological Survey of India, Calcutta was made. Under the Flexible Complementing Scheme, 20 Group A Scientific Officers were reviewed and 14 were graded fit for promotion to the respective higher grades. Four more proposals are under consideration.

Indian Forest Service Cadre Management

The Ministry of Environment and Forests is the Cadre Controlling Authority for the Indian Forest Service, an All India Service, consisting of 21 State Cadres (including three Joint Cadres, namely the Assam-Meghalaya, Manipur-Tripura and Arunachal Pradesh-Goa-Mizoram, Union Territories (AGMUT). The present authorised strength of the Service is 2736.

The works relating to direct recruitment to the Indian Forest Service, induction through promotion from the State Forest Service Cadres, Cadre Reviews for revising the composition and strength of IFS of various Cadres, allocation of I.F.S. probationers to various State cadres, determination of year of allotment of Promotee Officers and inter-se seniority, selection/appointment of I.F.S. personnel against Central deputation reserve forestry posts/central deputation secretariat positions under Central reserve forestry Bodies including ICFRE, Dehradun, IIFM, Bhopal, Wildlife Institute, Dehradun, and foreign assignment of I.F.S. personnel within the country and abroad, finalization of service matters like post-recruitment, inter-cadre transfers and deputations, management of AGMUT Cadre including promotions/transfers and postings and other related service matters are dealt with by the Indian Forest Service Division in the Ministry.

Cadre Review revising the strength and composition of the Sikkim Cadre was carried out during the year and the necessary notification has been issued by the Department of Personnel and Training on 29th January, 1998. Fifty three direct recruits and 59 State Forest Service Officers under the I.F.S. Promotion Regulations have been inducted into the Service during the year under report. Thirty three IFS officers from State Cadres have been appointed to man central forestry posts at the Centre against the Central Deputation Reserve.

Forty eight IFS officers promoted from the State Forest Service under the I.F.S. (Appointment by promotion) Regulation, 1966, were imparted induction training at the Indira Gandhi National Forest Academy, Dehradun. The Inter-se seniority of 1988, 1989 and 1990 batches have been finalized during the year.

Environment and Parliament

During the year, 373 Parliament Questions (214 in Lok Sabha and 159 in Rajya Sabha) pertaining to various subjects of this Ministry were answered. Vehicular and industrial pollution, deforestation, progress of afforestation, wildlife preservation, and clearance of development projects from environment and forestry angles were among the major areas in which the Members of Parliament evinced keen interest.

Internal Work Study Unit

The Internal Work Study Unit (IWSU) of the Ministry continued its normal activities aimed at ensuring timely action by various sections on records management, maintenance of memory and retrieval aids, and strict compliance with various provisions of the Manual of Office Procedure. O&M inspection programmes were drawn up and follow up action for rectifying the defects pointed out in the inspection reports was taken . As a result of this, a total of 1649 files have been transferred to Departmental Record Room of this Ministry and 760 files have been weeded out by various sections of this Ministry during the year.

A system of holding monthly meetings of Senior Officers has been introduced to ensure timely action by all the sections/divisions of the Ministry w.r.t. disposal of various references.

A programme for providing training to LDCs, UDCs and Stenographers has been drawn up to improve the quality of work. It is proposed to train all the LDCs, UDCs and Stenographers within a period of one year. Director(A) in the Ministry has been nominated as the Training Manager .

During the year, the work-measurement studies of the Pay & Accounts Office of the Botanical and Zoological Surveys of India, Calcutta, were completed and the report has been issued on 9.12.97. Man-power requirements of various Sections of the Ministry were also reviewed as and when such a request was received from the Administration.

Office Council/Departmental Council

The Office Council of the Ministry of Environment and Forests constituted under the JCM Scheme continued its activities. The nomination of the Council member has been completed. The Departmental Council is under reconstitution as per the new (Recognition of Service Association) Rules issued by the Department of Personnel & Training.

Use of Hindi

Hindi, as the Official Language of the Union is used extensively in the Ministry of Environment & Forests. During the year, the meeting of the Hindi Salahkar Samiti could not be held. However, four meetings of the Official Language Implementation Committee were held.

Inspection of Offices

Thirteen offices under the Ministry were inspected during the year to ensure effective implementation of the Official Language Policy. The recommendations of the Inspection Officers were also implemented.

Training in Hindi

Under the various training schemes in Hindi including Hindi Stenography, Probodh, Praveen and Pragya, twenty eight employees completed their training successfully. In order to further increase use of Hindi and to overcome any hesitation in its use, three workshops were held.

Hindi Week

Hindi week was organised during the second quarter of September, 1997 during which various competitions were held and prizes were distributed to 48 winners. To earmark the Golden Jublee of Independence, programmes in various offices of theMinistry were organized.

Publication of Journal

A special issue of the quarterly Hindi magazine Paryavaran has been designed to mark the occasion of the Golden Jublee of India s Independence. Other issues of this journal were also published during the year to encourage creative writing in Hindi.

Incentive for Original Writings on Environment in Hindi

The scheme introduced earlier to encourage original and creative writings in Hindi on subjects related to environment and forests was continued during the year. Out of 17 entries received, three entries were awarded the first, second and third prize respectively.

Translation

During the year, 14236 pages of important documents including answers to Parliament Questions, White Paper on Pollution, Cabinet Notes, Rules, Regulations etc. were translated from English into Hindi and vice-versa and vetted. In addition, a bilingual computerised Civil List of IFS officers has also been brought out,

Civil Construction Unit

The Civil Construction Unit (CCU) of the Ministry of Environment and Forests was set up in August, 1987 for taking up construction works for various scientific departments/organisations of the Ministry such as the Botanical Survey of India, Zoological Survey of India, National Museum of Natural History, Indira Gandhi National Forest Academy, National Zoological Park, Forest Survey of India and autonomous organisations funded by the Ministry such as the Indian Council of Forestry Research & Education, G.B. Pant Institute of Himalayan Environment and Development, Indian Institute of Forest Management and Indian Plywood Research & Training Institute. The CCU has completed many residential & non-residential buildings at Dehradun, Almora, Jabalpur, Mysore, Bangalore & Coimbatore. The Technical staff of CCU is drawn from CPWD to man all the posts.

The CCU has taken up 90 major works so far with a total estimated cost of Rs. 136.72 crores. The works consist of office-cum-laboratory buildings, Herbariums, Museum of Natural History, Forest Research Institutes, National Forest Academy, National Zoological Park and staff quarters for the above mentioned departments located all over India. This unit has three field Units, two located at Delhi and one at Bangalore. The sub-divisions are located at Delhi, Dehradun, Jodhpur, Jabalpur, Shimla, Bhopal, Bangalore, Coimbatore and Hyderabad for execution of various works.

During this year ICFRE has entrusted additional works under the World Bank Aided Projects amounting to Rs. 24 crores. The works are at various stages of tendering and award. At present there are 99 works totaling Rs. 78 crores at hand and 35 works underplanning stage.

The CCU has stopped using wood in the construction of works and is trying other alternatives. Steel sections, pressed steel frames/ aluminum sections are being used for door and window frames depending upon the importance of buildings. Agro-based MDF Boards/PVC paneled shutters, kiln-seasoned/chemically treated eucalyptus are being used instead of conventional wooden panel/flush door shutters.

To economise the use of electricity, compact fluorescent lamps (CFLs) are used in the common areas of buildings like toilets, stairs and corridors. Solar water heating system has been introduced in guest houses/hostel buildings.

During 1997-98, Phase I of the Regional Museum of Natural History, at Bhopal as well as the additional floor over ground floor & additions/alterations to ground floor of the Logging Centre at Dehradun were inaugurated by the Hon ble Minister for Environment & Forests, Prof. Saifuddin Soz.

Plan Co-ordination and Budget

The Plan Co-ordination Division is responsible for the co-ordination of all plan schemes and programmes of the Ministry with the Planning Commission. This involves preparation, monitoring and review of Five Year Plans, Annual Plans and the Annual Action Plans of the Ministry. The Division also looks after the monitoring of progress reports and reports under the 20-Point Programme (Points 16 and 17). An amount of Rs. 1200 crores was allocated to the Ministry for its Eighth Five Year Plan (1992- 97). This outlay constituted about 0.5 per cent of the total Central Sector Plan Outlay of Rs. 2,47,865 crores. The Annual Plans 1992-93, 1993-94, 1994-95, 1995-96 and 1996-97 of the Ministry provided outlays of Rs. 280 crores, Rs. 318 crores, Rs. 360 crores, Rs. 370.5 crores and Rs. 469.4 crores respectively. The outlay for Annual Plan 1997-98 was approved of Rs. 543.7 crores. The year-wise break-up of approved outlays is given in Table-20.

The total expenditure during the Eighth Five Year Plan thus amounted to Rs. 1631.56 crores which is 36 per cent higher than the approved outlay. The progress of plan schemes are reviewed regularly in the Ministry and necessary corrective action is taken to ensure proper implementation of these schemes.

The total Public Sector plan outlay for the year 1995-96, 1996-97 and 1997-98 are given in Table-22. The corresponding allocation in the environment and forestry sectors, along with this sector s share in total plan outlays, are given in Table-23.
