Personnel Policies

Under the flexible complementing scheme 06 Group A scientific officers were reviewed and 04 of them have been graded fit for promotion to the respective higher grades.

A modified flexible complementing scheme (FCS) detailing the personnel policies for Group A Scientific Officers of various Scientific Departments/Ministries has since been notified by the Department of Personnel and Training vide GSR No. 660(E) dated 9th November, 1998 to be operative with immediate effect. The matter is being examined in consultation with Department of Personnel & Training and Department of Science and Technology and the existing Department of Environment, Forest and Wildlife Scientific Group A Posts Rules, 1987 will be amended accordingly.

Indian Forest Service Cadre Management

The Ministry is the Cadre Controlling Authority for the Indian Forest Service (IFS) an All Indian Service, consisting of 21 State Cadres (including three Joint Cadres, namely the Assam-Meghalaya, Manipur-Tripura and Arunanchal Pradesh-Goa-Mizoram, Union Territories (AGMUT). The present authorised strength of the Service is 2736.

The works relating to direct recruitment to the IFS induction through promotion from the State Forest Service (SFS) Cadres, cadre reviews for revising the composition and strength of IFS of various Cadres, allocation of IFS probationars to various state cadres, determination of year of allotment of Promoted Officer and inter-se seniority, selection/appointment of IFS personnel against central deputation reserve forestry posts, central deputation secretariat positions under Central reserve forestry Bodies including ICFRE, Dehradun; IIFM, Bhopal; WII, Dehradun and foreign assignment of IFS personnel within the country and abroad, finalization of service matters like post- recruitment, inter-cadre transfers and deputation s, management of AGMUT Cadre including promotions/transfers and postings and other related service matters are dealt with by the IFS Division in the Ministry.

Cadre Review revising the strength and composition of the Skkim Cadre was carried out during the year and the necessary notification has been issued by the Department of Personnel and Training on 29th January and 14th October 1998 respectively. Twenty six direct recruits and seventy one SFS Officers under the IFS Promotion Regulations have been inducted into the Service during the year under report. Nineteen IFS officers from State Cadres have been appointed to man central forestry posts at the Centre against the Central Deputation Reserve.

Sixty nine IFS Officers promoted from the SFS under the IFS (Appointment by promotion) Regulation, 1966, have been imparted induction training at the Indira Gandhi National Forest Academy, Dehar Dun.

Environment and Parliament

During the year, 622 Parliament Questions pertaining to various aspects were dealt with by the Ministry and 388 questions in the Lok Sabha and 234 questions in the Rajya Sabha were answered. Industrial and vehicular pollution, deforestation, progress of afforestation, Wildlife preservation, conservation and early clearance of developmental projects from environmental and forests angles were among the areas in which the Members of Parliament evinced keen interest.

The Minister (E&F) conveniened a series of meetings with Hon ble Members of Parliament belonging to different groups focussing on specific issues and different segments of society which is unprecedented in nature.

Internal Work Study Unit

The Internal Work Study Unit (IWSU) of the Ministry continued its normal activities aimed at ensuring timely action by various sections on records management, maintenance of memory and retrieval aids, and strict compliance with various provisions of the Manual of office procedure. O & M Inspection programmes were drawn up and follow up action for rectifying the defects pointed out in the inspection reports was taken.

A system has been envolved in the Ministry to monitor the receipts, disposal pendency position of various sections/Divisions in the Ministry at the end of each week.

A programme for providing training to LDCs, UDCs and stenographer of Gr. D has been drawn up to improve the quality of work. Under this decentralised scheme, two training programmes for LDCs have been launched during the months of January, 1999 and February, 1999. Nearly 30 LDCs of this Ministry have been trained.

A scheme for grant of cash awards to various sections/desks of this Ministry has been launched for showing high performance in O & M activities. The cash awards to the first three sections will be distributed before the end of current financial year.

Office Council/Departmental Council

The Office Council of the Ministry of Environment and Forests constituted under the JCM scheme continued its activities. The nomination of Office Council members has been completed. The Departmental Council is under re-constitution as per new (Recognition of Service Association) Rules issued by the Department of Personnel and Training.

Vishisht Vaigyanik Puraskar

Under the scheme knows as Paryavaran Aur Van Mantralaya Vishisht Vaigyanik Puraskar introduced in 1991-92, as an incentive to Group A Scientists of the Ministry including its associated formations, selections of Scientists who have made outstanding contribution to the objectives of the Ministry, for award of Rs.20,000/- each to two Scientists, is being made and these awards will be presented to them on a suitable occasion.

Use of Hindi

Hindi is being progressively used as official language in the Ministry. During the year, the meeting of the Hindi Salahkar Samiti of the Ministry could not be held. To monitor the overall progress of the use of official language in the Ministry, four meetings of the Official Language Implementation Committee were held during the year.

Inspection of Offices

Six offices under the Ministry were inspected during the year to ensure effective implementation of Official Language Policy.

Training in Hindi

Seventeen employees were nominated for Hindi typing, stenography, Probodh, Praveen and Pragya Courses under the Hindi teaching schemes.

Hindi Week

Hindi Pakhwara was organised during 1-14 September, 1998 to create awareness regarding the Official Language and to accelerate its use in official work. Various competitions were held during the week and prizes were distributed to 35 winners and 10 officials were awarded for best performance in Hindi noting.

Publication of Journal

The quaterly Hindi Journal Paryavaran continued to be published during the year with a view to encouraging creative writing in Hindi.

Incentive for Original Writings on Environment in Hindi

The scheme introduced to encourage original and creative writing in Hindi on subjects related to environment and forests etc. was continued. 21 entries have been received for consideration of the evaluation committee.

Translation

During the year, 17762 pages of important documents including answers to Parliament Questions, Cabinet Notes, Rules, Regulations etc. were translated from English to Hindi and vice-versa and vetted. In addition, a bilingual computerised Civil List of IFS officer has also been brought out.

Civil Construction Unit

For taking up construction works for various departments/organisations of the Ministry the Civil Construction Unit (CCU) was set up in August 1987. The CCU has completed many residential & non-residential buildings at Dehradun, Almora, Jabalpur, Mysore, Bangalore & Coimbatore. The Technical staff of CCU is drawn from CPWD to man all the posts.

CCU has so far taken up 96 major works with a total estimated cost of Rs.152.12 crores. The works relate to above mentioned departments of the Ministry such as office buildings laboratories, Museums and residential quarters. There are three working divisions, two at Delhi and one located at Bangalore. The sub-divisions are located at Delhi, Dehradun, Shimla, Jodhpur, Jabalpur, Bhopal, Chhindwara, Banglore, Coimbatore & Hyderabad for execution of various works.

Last year the ICFRE has entrusted World Bank aided projects costing about 34 crores to the CCU. All works are at different stages of construction. A few of them such as Biotech Lab, Transit Hostel, Extension Institute for TFRI, Jabalpur & Head Quarter Office Building for ICFRE at Dehradun have been completed and handed over to the ICFRE.

As in the CPWD, this Unit has also stopped using wood in all the construction works and alternative material are used in its place. Steel sections, pressed steel frames/aluminum sections are used for door and windows frames depending on the importance of building. On the electrical side, economy is exercised by using compact fluorescent lamps in common places like stairs, corridors and bath rooms. Solar water heaters are being used in Hostels to bring down the electricity consumption.

During 1998-99, Herbarium-cum-office building for BSI at Pune, office-cum-lab building for ZSI at Pune, were inaugurated by Minister (E&F). The Biotech Laboratory, Transit Hostels and Extension Institute for TFRI at Jabalpur, Scientists Hotels at Bangalore and Coimbatore were inaugurated by Director General, ICFRE.

Plan Co-ordination and Budget

The Plan Coordination Division is responsible for the coordination of all plan schemes and programmes of the Ministry in close association with the Planning Commission. This involves preparation, monitoring and review of Five year Plans, Annual Plans and the Annual Action Plans of the Ministry. The Division also looks after the monitoring of progress reports and reports under the 20-Point Programme (Point 16 & 17).

An amount of Rs. 3172.50 crores has been allocated to the Ministry for its Ninth Five Year Plan (1997-2002). The Annual Plans 1997-98, of the Ministry provided for outlays of Rs. 543.70 crores. The current year s Annual Plan, 1998-99, has been allocated an outlay of Rs. 704.09 crores. The sector-wise break-up of approved outlays is given in Table-22.
